My preferred triage scheme is:

• P1, assigned: I'm working on this right now; it should be done in 5-10 business days. (If it will take longer than that, there's a comment with a time estimate in the bug explaining why.)
• P2, assigned: I will work on this in the current quarter/half; if anyone wants to work on it before then, they should ask me for an explicit handoff.
• P3, assigned: This is something that I have expertise in, but no time to implement; come talk to me about a handoff.
• P1, unassigned: Someone else put this bug in our component; they think it's very important but didn't know who to assign it to. Put it at the top of the triage list, but do not otherwise act on it. We should never make a bug P1 without someone explicitly agreeing to take it.
• P2, unassigned: This is work that we have agreed to do this half/quarter but which no one has started on yet; assign it to yourself when starting on it.
• P3, unassigned: This is work that is relevant to our group but that no one presently (this half/quarter) has time for: the general backlog.
