To set up a new ESR branch:

Create the HG repo (clone mozilla-beta -> mozilla-esr{next}), e.g. bug 721539
Release automation set up, e.g. bug 717106
File an IT bug for flags
- approval-mozilla-esr{next}
- status-mozilla-esr{next}
- tracking-esr{next}
Disable the What's New page
- either in the code (e.g. bug 737535)
- or in the release config, similar to bug 717032 (but specific to ESR?)
