DE issue
Partials and fallbacks should work on all platforms, from 1509-15010. The only place where we will be offereing partials only is 2001-2002 de for Windows. That means if you force a fallbak update for that locale, you will still get a partial mar.

- Notes: I was able to update fine for most cases, but I saw some occasional odd behavior with software update hosing my install. Below are a few steps that I took to reproduce, but others should try to see if they also can repro:
- 1. Install 1.5.0.8, manual install, observe that Developer Tools is unchecked and Talkback is grayed out and checked (should happen 90% of the time).
- 2. After install is complete, do not launch right away, leave dialog window open.
- 3. Edit the channel-prefs.js file to "betatest" channel
- 4. Now launch Firefox through the install completed dialog
- 5. Check for updates, download "partial" patch, and continue.
- 6. Updater kicks in and you see the progress bar, but it disappears less than half way through and then nothing.
- 7. Firefox does not launch and I check to find that firefox.exe has been renamed to firefox.exe.moz-backup, and see this in the update log:
