OpenH264 plugin update from Maire:

• Bug 1170319 tracks all the issues being addressed in this update.
• Assuming we encounter no blocking issues as we roll this out, here's the schedule we'll be following:
• Mon, Nov 9th -- Push to Nightly
• Wed, Nov 12th -- Push to Dev Edition
• Mon, Nov 16th - Push to Beta
• Wed, Nov 18th - Push to Release

• Overall rate: 3.3(target: <1.5) - browser: 2.0, content: 1.3 - red, down from last week
• bug 1218032 (~12%) and bug 1198765 / bug 1210821 (~21%) still dominate thee stats, bug 1218770 is 2.5%
• 1218032 has a patch landed on nightly, need to figure out what to do on Dev Edition to get this fixed (large uplift or backout of cause).

Beta

• Overall rate: 1.1 - yellow, similar to last week
• bug 1215970 (Skype Click-to-Play) is 4% of 43.0b1 crashes
• bug 1222933 (mainly Ad Muncher) is 2%, many on startup, #1 Top Crash Score
• bug 1182197 (Promise Settle) is back and 1.8%
• bug 1222819 (Orbit Downloader) is 1.3%, #2 and #5 Top Crash Score
• bug 1222800 (a11y startup crash) is 0.4%, #3 Top Crash Score

• Overall rate: 1.0, similar to last week
• bug 1222496 (CContext::ID3D11DeviceContext1_SetSamplers_<T>) is 1.3% of total startup crashes in 42.0, seems to have a patch on m-c now - potential ride-along if we might end up doing a dot-release in this cycle
• bug 1222933 (mainly Ad Muncher) affects 42.0 as well
